Chris Shimba Ochieng is the Director and Founder of Ebullient Professional Agencies Ltd (EPAL). With over 15 years of experience spanning academia, the private sector, the public sector, and development space, Chris has developed deep expertise in coordinating multi-functional projects and delivering impactful solutions across various policy areas. These include community engagement, advocacy, strategic management, political economy analysis, and digital transformation initiatives, among others.

Chris’s attention to detail and exceptional written and oral communication skills make him an effective communicator, adept at building relationships and connecting with stakeholders at all levels. His leadership qualities have been proven in both team-oriented and self-directed environments, where he consistently drives success.

His work has seen him collaborate with a wide range of organizations, including government agencies, private sector entities, international development partners, and NGOs, allowing him to provide strategic advice, capacity building, and innovative solutions to tackle complex challenges. Chris is particularly focused on enhancing service delivery through digital transformation and promoting sustainable development.

Chris is currently pursuing a Ph.D. in Public Policy and Management, focusing on the political commitment in the implementation of the Agriculture Sector Transformation and Growth Strategy (ASTGS) in Homabay County, Kenya. He holds a Master of Arts in Economics and a Bachelor of Education in Arts (Mathematics and Economics). Through continuous professional development, Chris remains at the forefront of the latest advancements in his field, further enhancing his ability to deliver impactful solutions.
